Serious difficulty in Kentucky finances

Apparently, the U.S. state of Kentucky is in economic difficulty, according to the reports from regional media, with additional funds having to be redirected to maintain the Department of Public Advocacy running and reports that state prosecutors have to take unpaid layoffs of up to 3 weeks, most likely causing a increasing accumulation of untried cases in the state.
What caused the state finances to be in such a chaos is unknown, but apparently it explains why Governor Steve Beshear is putting his effort into improving the financial problems facing the state by trying to boost land gambling interests. And his protectionist position on those land gambling interests has been marked in the current, and unparalleled, effort by the Beshear state government to take control of the worldwide domain names belonging to online gambling operators.
